Information about the salary negotiations for 2024
This year's local salary negotiations at NHH have been postponed until autumn 2024.
The national salary negotiations for government employees ended without agreement for all four main unions; Akademikerne, Unio, YS Stat and LO Stat, and Riksmekleren (The National Mediator of Norway) invited the parties to mediation on 2 May 2024.
Akademikerne and Unio
After mediation went into overtime, it became clear on 24 May that the state could not reach an agreement with Akademikerne and Unio and they took members out on strike. The government intervened with compulsory arbitration for Akademikerne on 2 June and for Unio on 5 June 2024. The dispute will now be decided by Rikslønnsnemda (the national salary arbitration board), in October at the earliest.
LO Stat (NTL)/YS Stat (Parat)
On 24 May, the state reached an agreement with LO Stat and YS Stat on a new main tariff agreement. Both of these main trade union associations sent the negotiated agreement to their members for a vote for approval.
LO Stat (NTL)
After a vote, LO Stat members chose NOT to approve the negotiated agreement and LO Stat has asked for voluntary arbitration. This means that LO Stat will also have the dispute decided by Rikslønnsnemda (the national salary arbitration board).
YS Stat (Parat) members approved the negotiated agreement, and the trade union association has now entered into a new main tariff agreement with the state for the period 1 May 2024 – 30 April 2026. The agreement has the following provisions for this year's salary settlement:
- 0.75% of salary (25% of the available amount) is given to all public sector employees as a central increment to their salary
- 2.15% of the total payroll (75% of the available amount) will be subject to local salary negotiations
Parat's members will have the central salary increment (0.75% of salary) effected on their salary in September. Allocation of the amount set aside for governmental organisations locally will be negotiated as soon as the results for the other main union associations are clear.
Economic scope for this year's settlement
The economic scope for salary settlement for government employees gives an estimated annual salary increase from 2023 to 2024 of 5.2%. This is then adjusted to take account of salary slippage* and overhang**, leaving the amount available to be. Salary slippage in this year is calculated to be 0.8%, with salary overhang being 2.5%. after taking account of these, the economic scope available for salary negotiations will amount to approximately 2.9%, based on things as they currently stand.
*Salary slippage: The difference between the salary increase agreed in a salary settlement and the increase that is actually realised (measured in retrospect). This may include, among other things, salary supplements that have been granted through local negotiations at the individual workplaces, personal supplements and seniority supplements.
** Salary overhang: Salary supplements are usually given at different times and often during the year and not at the end. The salary overhang describes the difference between the average salary in the calendar year and the salary level at the end of the year.
