Improving Public Procurement

Background

Public procurement is important as Norway along with Sweden are two of OECD’s biggest government procurement spenders (in relative terms).

Several problems are identified, among other:

  • inability to consider previous experiences with suppliers when evaluating tenders
  • weak link between tender price and what is actually paid out
  • inadequate division of responsibility for cost overruns

How can we improve on the public procurement process to get more or better services?

Associate Professor Malin Arve does research on procurement and is a co-author of the newly published SNS Economic Policy Council Report 2022: Public Procurement by the Swedish Center for Business and Policy Studies.
