Exemption from tuition fees

Some student groups are exempt from tuition fees, and additional exemptions may apply based on your connection to Norway.

The following student groups are exempt from paying tuition fees:

  • Students who are citizens of an EU/EEA country or Switzerland, and
  • Incoming exchange students, CEMS students, and Double Degree students. 

Additional exemptions may apply based on residence status, family ties, or previous work or study in Norway. Eligibility for these exemptions corresponds to the eligibility requirements for financial support from Lånekassen.

Select the situation that applies to you below to check your eligibility and learn how to apply:

  • You have a permanent residence permit in one of the Nordic countries

    You have a permanent residence permit in one of the Nordic countries

    Please carefully read the section that applies to you (I or II).

    I. You have been granted permanent residence:

    You do not have to pay tuition fees if you have a permanent residence permit in Norway, Sweden, Denmark, Iceland or Finland. It does not matter what the basis for your residence was previously.

    You must document that you have permanent residence. In the digital tuition fee exemption form, please upload clear PDF scans of:

    ·       Your passport or national ID card, and

    ·       Your current residence card – both sides, or your official decision letter (vedtak) from the immigration authorities *.

     (*) If your residence card expires before 1 September (or 1 February if you apply from a spring semester), you should also upload - in the digital tuition fee exemption form - a clear PDF scan of the confirmation of your application for renewal of the residence card. If you have been granted permanent residence but are waiting for your residence card, you may instead upload the official decision letter (vedtak) in your name. The letter must confirm that you have been granted permanent residence and must be issued by the relevant immigration authorities. In Norway, it is issued on letterhead from UDI or the police. Note that accompanying cover letters (oversendelsesbrev), email notifications, or similar, are not sufficient documentation.

     II. You are in the process of applying for permanent residence:

    You should wait to submit the tuition fee exemption application until your residence status has been confirmed, or until 1 August / 1 January.

    After 1 August / 1 January, you may apply for tuition fee exemption on conditional terms. Please do the following within the digital tuition fee exemption form:

    ·       In the field for additional information, provide details about the status of your residence application and when you expect the answer.

    ·       Upload a clear PDF scan of your passport or national ID card.

    ·       Upload a clear PDF scan of your current residence card - both sides.

    ·       Upload a clear PDF scan of the receipt/confirmation from the immigration authorities of your application for permanent residence.

    You will be asked by NHH to document your residence status as soon as the semester registration deadline has passed. The tuition fee exemption will be granted if you submit a valid residence card, a decision letter (vedtak) from the immigration authorities, or a confirmation of legal residence.

    How to apply

    If you have questions, do not submit the digital tuition fee exemption form until you have received the necessary clarifications. Send an email to the admission’s office (admission@nhh.no) and we will guide you.

    Once you are certain that you have all the documents (clear PDF scans) at hand, submit your application through the online application form. In order for us to process your application on time, please ONLY upload documents which are requested and keep the number of uploads to a minimum.

    Autumn semester application deadline: 1 September

    Applications received before 1 September will be considered for exemption from the autumn semester. If you submit your application after 1 September, you will have to pay the tuition fee for the autumn semester and will be considered for exemption from the next spring semester.

    We advise you to apply by 10 August to ensure your case is handled before the tuition fee invoice is distributed in mid-August. However, only submit the tuition fee exemption application form if all required documentation is available.

    Spring semester application deadline: 1 February 

    Applications received before 1 February will be considered for exemption from the spring semester. If you submit your application after 1 February, you will have to pay the tuition fee for the spring semester and will be considered for exemption from the next autumn semester.

    REceiving your answer

    The answer to your application will be sent to your digital mailbox. If you do not have a digital mailbox, it will be sent to your e-mail.

    If you are applying for a study permit and have received tuition fee exemption, you may attach the decision letter to your application to confirm the exemption.

    If you are granted tuition fee exemption, your decision letter will detail the terms. In most cases, exemption is granted for the full length of the study programme, so it is only necessary to apply once. You will, however, be required to inform us if your circumstances change, and to provide updated documentation upon request.

  • You have a residence permit due to protection (asylum)

    You have a residence permit due to protection (asylum)

    Please carefully read the section that applies to you (I or II).

    I. You have been granted residence due to protection (asylum):

    You do not have to pay tuition fees if you have residence in Norway due to protection (asylum), strong humanitarian considerations or a special connection to Norway.

    You must document that you have residence on one of the above-mentioned grounds. In the digital tuition fee exemption form, please upload clear PDF scans of:

    • Your passport or national ID card, and 
    • Your current residence card – both sides, and
    • Your latest official decision letter (vedtak) from the immigration authorities. Note that accompanying cover letters (oversendelsesbrev), e-mail notifications, or similar, are not sufficient documentation.

    II. You are in the process of applying for residence or renewal based on protection (asylum): 

    You should wait to submit the tuition fee exemption application form until your residence status has been confirmed, or until 1 August / 1 January.

    After 1 August / 1 January, you may apply for tuition fee exemption on conditional terms.

    Please do the following in the digital tuition fee exemption form:

    • In the field for additional information, provide details about the status of your residence application and when you expect the answer.

    I. You have been granted a residence permit as a family member of an EU/EEA citizen:

    You do not have to pay tuition fees if you have a residence permit as a family member of an EU/EEA citizen. Your reference person must have grounds for residence in Norway other than studying.

    You must document your, and your reference person’s, grounds for residence in Norway. In the digital tuition fee exemption form, please upload clear PDF scans of:

    • Your passport or national ID card, and 
    • Your current residence card – both sides, and
    • Your reference person’s registration certificate, and
    • Your latest official decision letter (vedtak) from the immigration authorities. The letter must mention your reference person. Note that accompanying cover letters (oversendelsesbrev), e-mail notifications, or similar, are not sufficient documentation.

    II. You are in the process of applying for residence or renewal as a family member of an EU/EEA citizen:

    I. You have been granted a residence permit based on family immigration:

    You do not have to pay tuition fees if you have a residence permit due to family immigration. Your reference person must either be a Norwegian citizen or a foreign national with a reason for residence in Norway other than studying.

    Furthermore, you do not have to pay tuition fees if you have gained a continued residence permit on an independent basis due to the Norwegian immigration act § 53. 

    You must document your, and your reference person’s, grounds for residence in Norway. In the digital tuition fee exemption form, please upload clear PDF scans of:

    • Your passport or national ID card, and
    • Your current residence card – both sides, and
    • Your reference person’s Norwegian passport, current residence card – both sides, or registration certificate, and

  • You are married to a Norwegian citizen

    You are married to a Norwegian citizen

    Please carefully read the section that applies to you (I or II).

    I. You are married to a Norwegian citizen:

    You do not have to pay tuition fees if you are the legal partner of a Norwegian citizen.  With “legal partner” we mean a person with whom you are married or have an equivalent official relation.

    Both you and your legal partner must live in Norway. You must have a valid residence permit in Norway.

    You must document the above. In the digital tuition fee exemption form, please upload clear PDF scans of:

    • Your passport or national ID card, and
    • Your legal partner’s passport or national ID card, and
    • Your current residence card – both sides, or your latest official decision letter from the immigration authorities *, and
    • Your marriage certificate, and
    • Your residence certificate (bostedsattest from Skatteetaten), with reference to your legal partner.

    (*) Your residence card must be valid until at least 31 August (31 January if you apply for exemption from a spring semester). If you have been granted residence or renewal but are waiting for your card, you may instead upload - In the digital tuition fee exemption form - a clear PDF scan of the latest official decision letter (vedtak) in your name from the immigration authorities. Note that accompanying cover letters (oversendelsesbrev), e-mail notifications, or similar, are not sufficient documentation.

    II. Are the conditions for tuition fee exemption mentioned under I. not in place yet? 

    You should wait to submit the tuition fee exemption application form until you are officially married and/or your residence status is confirmed.

    After 1 August / 1 January, you may apply for tuition fee exemption on conditional terms.

    Please do the following in the digital tuition fee exemption form:

    • In the field for additional information, provide details about the status of your marriage plans and/or residence application.
    • Upload a clear PDF scan of your passport or national ID card.
    • Upload a clear PDF scan of your partner’s passport or national ID card.
    • If you have one, upload a clear PDF scan of your current residence card - both sides. If the card expires before the next semester registration deadline (31 August / 31 January), upload your decision letter from the immigration authorities confirming you have legal residence in Norway beyond the semester registration deadline. If you are waiting for a decision, upload a receipt from the immigration authorities confirming that you have applied for residence or renewal.
    • If you are married, upload a clear PDF scan of your marriage certificate, and your residence certificate (bostedsattest from Skatteetaten) with reference to your legal partner.

    As soon as the semester registration deadline has passed, you will be asked by NHH to document that you have met the condition. Depending on what was pending, you will have to provide documentation that you have had legal residency in Norway beyond the semester registration deadline, or that you are married and live with your legal partner.

  • You have worked in Norway for at least two years full-time

    You have worked in Norway for at least two years full-time

    Please carefully read the section that applies to you (I or II).

    I. You have a residence permit based on the fact that you worked in Norway for at least two years full-time:

    You do not have to pay tuition fees if you - during a qualifying period of 24 months - have had continuous full-time work in Norway, have been resident in and paid tax to Norway.

    You must have had a residence permit as an employee in the qualifying period.

    There must be no gap during the qualifying period or between the qualifying period and studies. However, exceptions may be made for gaps of up to 1 year, that were due to illness or childbirth.You must document the above. In the digital tuition fee exemption form, please upload clear PDF scans of:

    • Your passport or national ID card, and 
    • Your residence card(s) from the whole qualifying period – both sides, or your decision letters (vedtak) from the immigration authorities *, and
    • Statement(s) from your employer(s), confirming the period(s) that you have been employed and the percentage of full-time equivalent, and that you will continue to be employed until the start of your studies, and
    • Tax returns from the qualifying period, and
    • If there are gaps of up to 1 year in your qualifying period, documentation of the timing and reason for the gap(s).

    (*) Your current residence card must be valid until at least 1 September (or 1 February if you apply for exemption from a spring semester).     II. You are in the process of applying for residence or renewal based on the fact that you worked in Norway for at least two years full-time:

    You should wait to submit the tuition fee exemption application form until your residence status has been confirmed, or until 1 August / 1 January.

    After 1 August / 1 January, you may apply for tuition fee exemption on conditional terms.

    Please do the following in the digital tuition fee exemption form:

    • In the field for additional information, provide details about the status of your residence application and when you expect the answer.
    • Upload clear PDF scans of all the documents mentioned above, including your current residence card. It does not matter in this case that it expires before the semester registration deadline.
    • Upload a clear PDF scan of the receipt/confirmation from the immigration authorities of your application for renewal of your work permit.

    You will be asked by NHH to document your residence status as soon as the semester registration deadline has passed. The tuition fee exemption will be granted if you submit a valid residence card, a decision letter (vedtak) from the immigration authorities, or a confirmation of legal residency.

    If you are applying for a study permit and have received tuition fee exemption, you may attach the decision letter to your application to confirm the exemption.

    If you are granted tuition fee exemption, your decision letter will detail the terms. In most cases, exemption is granted for the full length of the study programme, so it is only necessary to apply once. You will, however, be required to inform us if your circumstances change, and to provide updated documentation upon request.

    Please carefully read the section that applies to you (I or II).

    I. You have studied in Norway for at least three years full-time:

    You do not have to pay tuition fees if you - during a qualifying period of 36 months - have lived and been a student in Norway. You must have passed education equivalent to 3 years of full-time education, and you must have had a valid residence permit in Norway.

    There must be no gap during the qualifying period, or between the qualifying period and further studies. However, exceptions can be made for gaps of up to 1 year, that were due to illness or childbirth.

    You must document the above. In the digital tuition fee exemption form, please upload clear PDF scans of:

    • Your passport or national ID card, and 
    • Your residence card(s) from the whole qualifying period – both sides, or your decision letters (vedtak) from the immigration authorities *, and
    • Your grades transcripts from the qualifying period **, and
    • If there are gaps of up to 1 year in your qualifying period, documentation of the timing and reason for the gap(s).

    (*) Your current residence card must be valid until at least 31 August (or 31 January if you apply for exemption from a spring semester).     During the transition period, which ended 31 December 2020, the United Kingdom (UK) was treated as if it were still a member of the EU and the EEA.

    If you are a UK citizen and were entitled to reside in Norway under the EEA-agreement before the end of the transition period (31 December 2020), you are exempt from paying tuition fees. You must also have lived in Norway.
