Climate Customs, Marx and free passengers
Gunnar S. Eskeland: If Norway were to be the country in Europe that rejects climate tariffs, many would get a good laugh, for example the USA, China and Brazil - and Groucho Marx.
The ambivalence, and the trench wars between parties and ministries, fit well with the great free passenger problem of our time, climate change: Everyone wants the climate problem to be solved, but would rather be outside the club that makes the effort, Gunnar S. Eskeland writes.
