Purpose and administration

Citizens from some Eastern European (outside the EU), Asian and developing countries who undergo education in Norway may be granted financial aid from "Lånekassen" (the State Educational Loan Fund in Norway) through what is known as the "Quota Programme".

The aim of the programme is to provide students from these countries relevant knowledge that can benefit their home countries when they return home after completing their studies. Therefore, one of the main objectives of the Quota Scheme is that students should return home after completing the course of study. In addition, the programme contributes to strengthen Norwegian institutions of higher education's participation in the global knowledge cooperation.

The Norwegian Centre for International Cooperation in Higher Education (SIU) has responsibility for administration of the Quota Scheme, and the Norwegian State Educational Loan Fund (Statens Lånekasse) is responsible for managing the financial support provided for students accepted onto the Quota Scheme.

Financing

These scholarships are worth approximately 8000 Norwegian kroner (NOK) per month for the duration of the one-year programme (a total of 81 400 NOK). Each student receives the same amount of money as a Norwegian student would do in an equivalent educational programme to cover the costs of housing, living and studying one year in Norway. About 30% of the amount is given as a grant and 70 % as a loan. The loan will then be waived when the student leaves Norway and returns to his/her home country.

Please note that there are specific requirements for the period you will have to stay in your home country after the study period in Norway in order to have the loan waived. For more information about the national rules which apply for the Quota Scheme, please check here.
